The Kage meeting begins. First they discuss their previous attempts to cooperate against the Akatsuki, an idea rejected by most Kages, as each village still had its own Jinchuuriki. The fourth Raikage becomes enraged by the nonchalant nature of the meeting and smashes the table in front of him, causing the Kage bodyguards to rise to their defense. When the situation has defused a bit, Raikage accuses the other villages of supporting Akatsuki in the past. The Kage begin discussing the benefits of using Akatsuki, at which point Danzo turns the discussion back on track by relaying Sai’s message that Akatsuki is led by “Madara Uchiha.” In the Village of the Hidden Leaf, Sai discusses with Sakura Naruto’s attempt to convince Raikage to pardon Sasuke. Since Naruto is doing all this because of a promise he made to Sakura, Sai concludes that he both loves Sakura and is in constant pain because of her. At the Gathering, in light of the news from Danzo, Mifune, chairman of the Gathering, suggests that the shinobi villages unite against the Akatsuki under Danzo.
